LGU Management
Matching Grants Program
PROJECT END: The project ended in December 2003.
USAID's highly effective grant mechanism and service delivery strategy make resources available locally and help LGUs develop their capacity to improve the delivery of vital local health services. Performance grants require a counterpart contribution from the local government to sustain commitment and ensure sustainability.
A centerpiece of the project is the "Sentrong Sigla" or Centers of Wellness Program where health facilities are awarded with the SS seal for achieving quality and excellence upon meeting a set of standards. This program has proven to be a strong incentive to the LGUs' improvement of their health care systems.
MGP has also revived interest in no-scalpel vasectomy (NSV). Over a hundred MGP LGUs now have the capacity to generate NSV clients and to provide services.
A special component of the MGP is the Urban Initiative which concentrated on providing training to LGUs in slum areas in Metro Manila.
