AIDS Surveillance and Education Project (ASEP)
ASEP is credited with having played a major role in keeping the HIV prevalence and transfer in the Philippines low and slow.
USAID supported the vigilant prevention and constant surveillance among high-risk groups in eight large cities in the country.
The HIV Sentinel Surveillance (HSS) and the Behavioral Surveillance Survey (BSS) has been implemented by the Department of
Health and local government partners.
To implement the education and policy advocacy component of the project, NGOs were
tapped to conduct education and prevention activities using culture-sensitive, creative and customized approaches.
A system of community outreach and peer education was developed to provide local support for key elements of surveillance
and prevention. The project ended in September 2003.
