Economic Policy Reform and Advocacy (EPRA) Project - Ateneo de Manila University Consortium

OBJECTIVES

Under a Cooperative Agreement with USAID/Philippines, the Ateneo de Manila University (ADMU) Consortium implements the "Economic Policy Reform and Advocacy (EPRA)" Project. The EPRA Project works toward the following objectives:

  • Establishing a mechanism that will provide broad and cross-sectoral support to the formulation, implementation, enforcement, and monitoring of policy reforms;
  • Strengthening NGO capability to undertake, advocate, and enforce economic policy reform initiatives; and
  • Strengthening the capability of research and academic institutions and other policy think-tanks to provide timely technical support to the economic policy reform initiatives of government reformers and civil society organizations.

FORMS OF ASSISTANCE

The ADMU Consortium aims to address the objectives set forth by the EPRA Project by:

  • Providing technical assistance in policy formulation through the conduct of analysis and studies;
  • Conducting policy consultations for dialogue and consensus-building among stakeholders;
  • Providing technical assistance in policy formulation and evaluation; and
  • Providing assistance in conduct of policy advocacy campaigns.

The EPRA Project also employs a mechanism of creating multi-stakeholders teams (MSTs) in all key areas of assistance identified. The MSTs are composed of the client agency (in the executive or legislative), a civil society representative, and a subject specialist. The MSTs in the key areas of assistance are expected to arrive at policy issues for action and determine the form of assistance needed to push the policy reforms.
