What is a CIP?
CIP is an abbreviation for Community Infrastructure Project. A CIP is a small-scale infrastructure project, which is important for sustaining economic growth in barangays and other small communities, and which can be constructed without causing adverse effects on the environment. The typical cost range is P 0.5 million to 1.5million.
What communities are eligible for CIPs?
The geographic focus of the CIP Program is the ARMM and neighboring conflict-affected areas of Mindanao. It is anticipated that at least 90% of all CIPs will be located in the ARMM and neighboring conflict-affected areas. On limited occasions, CIPs could be located in other areas of Mindanao as well.
Who are eligible applicants for CIP assistance?
CIPs can be provided to either local government units (e.g., barangays and municipalities) or to already established and functioning cooperatives and producer associations. In both cases, there is a requirement that the recipient LGU or cooperative must have a good track record in developing, operating, and maintaining infrastructure facilities.
What types of infrastructure facilities are possible under the CIP Program?
A wide range of different kinds of small-scale infrastructure is possible. The key determining factors are the anticipated cost of the infrastructure facility (which should fall within the range suggested above), the anticipated contribution of the proposed facility to economic progress of the recipient community or cooperative, and the willingness and ability of the recipient to share the cost of construction of the facility and to properly manage and maintain the facility in the future. Eligible infrastructure facilities include: boat landings construction, bridge rehabilitation, culvert construction and upgrading, road upgrading, irrigation/drainage canal development or upgrading, trading center construction, water systems development, grains/seaweed warehouse construction, solar dryer construction, etc.
What are the eligibility requirements for CIP assistance?
1. CIP recipient communities and groups, for the most part, must be located in the ARMM or neighboring conflict-affected areas of Mindanao.
2. CIP recipient communities and groups must include a substantial percentage of individuals who belong to groups that have been historically "under-served" in the allocation of publicly-funded infrastructure resources.
3. CIP recipient communities and groups must have a good track record in managing and maintaining infrastructure facilities.
4. In the case of proposed new infrastructure facilities, recipient communities and groups must contribute approximately 25% of the anticipated cost of the infrastructure facility. They must also demonstrate that they have the financial capability to provide adequate maintenance of the facility on a continuing basis.
5. In the case of rehabilitation/repair of already established facilities, recipient communities and groups must contribute at least 40% of the cost of the
rehabilitation /repair (with a 50% contribution being desirable). They must also demonstrate that they have the financial capability to provide adequate maintenance of the facility on a continuing basis.
6. CIP recipient communities and groups must be able to assure adequate security for GEM staff and for GEM-contracted construction personnel while at the project site.
What documents are required?
Expectations and obligations of USAID-GEM and the recipient community or group are spelled out in a Memorandum of Agreement (MOA), which will be signed by appropriate officers. The MOA will address, for example, continuing maintenance responsibilities, cost-sharing requirements, ownership matters,etc.
On what basis may CIPs be modified or cancelled?
GEM may cancel proposed CIPs, even if construction work is already underway, as and if it becomes clear that anticipated recipient communities and groups have misrepresented any key factor regarding the proposed CIP (i.e, if they have misrepresented the situation with respect to anticipated beneficiaries, ownership, ability to provide continuing maintenance, ability to provide appropriate cost-sharing, etc.). Proposed CIPs can also be cancelled if there is any indication of extortion, corruption, bribery, intimidation, etc. in connection with any aspect of the proposed CIP.
