USAID Philippines Strategy 2005-2009
Mission Results Framework:
This is the Results Framework for the new strategy period, 2005-2009, which was approved on June 24, 2004. Compared to our 2000-2004 results framework which has three strategic objectives (SOs) and one special objective for Mindanao, the proposed framework has a total five (5) SOs. The new strategy refines and updates three existing SOs, expands the Mindanao conflict SO to cover other conflict-affected areas and adds a new SO for education.
The new USAID/Philippines strategy for 2005-2009 has five strategic objectives. It is based on our experiences over the past strategy period and takes strategically different approaches.
The new strategic context has demanded a rethinking and expansion of the Mission's strategy. A proposed new SO, superseding the current, Mindanao-specific Special Objective (SO10), will address conflict more comprehensively, including in selected areas outside Mindanao where poverty and social injustice are so severe that organized violence and terrorism can find fertile ground. The new Education SO (SO11), approved by USAID/W in September 2003 and highlighted by President Bush during his recent State visit, focuses principally on the conflict-affected areas (CAA) of Mindanao. He highlighted our assistance to education in his speech at the joint houses of the Philippine Congress. However, this new program also makes room for involvement in conflict areas outside Mindanao and for change at national level.
It is beginning to address the destabilizing disparities between these areas and the rest of the country. Three Strategic Objectives (SOs) for health, environment, and anti-corruption and economic governance, while maintaining a Mindanao focus, keep engaged at national level to effect key reforms and policy change nationwide. All these efforts build stability and will enhance the country's eligibility for assistance from the Millennium Challenge Account.
