USAID Trains Mindanao School Administrators in School Management
USAID, through its Education Quality and Access for Learning and Livelihood Skills (EQuALLS2) project, enhanced the management skills of public elementary school administrators in Mindanao from September 28 to October 2, 2009. School administrators from Maguindanao province (113) were trained to formulate goals and plans, monitor teacher and student achievement, solve problems, negotiate, work with teams, and mobilize resources. In addition, 46 school heads and Department of Education district supervisors as well as English, science, and math teacher trainers received further training to use the Standards-based Classroom Observation Protocol for Educators (SCOPE). SCOPE is a research tool that measures how teachers a) manage classes, time, and instructional resources; b) create collaborative, student-centered, and reflective learning environments; and c) promote students’ higher-order critical thinking skills. EQuALLS2 is using the tool to measure improvements in subject knowledge and teaching styles of teachers trained to improve basic education in areas affected by conflict and poverty in Mindanao. The project will train 2,238 school administrators in school finance, management, and governance by 2011.
