This is a blank excel worksheet to be filled-up once a year by the Contracting Officer's Technical Representative (COTR) or Agreement Officer's Technical Represententative (AOTR). Contractor and grantees can also download the file and make the report subject to verification and audit by the COTR/AOTR assigned to the project.

USAID Global Branding Guidance:2005

USAID is unique in that it uses Strategic Objective Agreements (SOAG) to accomplish country-level Strategic Objectives (SOs). SOAGs are negotiated with the host country to achieve a specific objective in that country. SOAGs are usually incrementally funded every year and USAID does not guarantee any level of funding over the life of the SOAG. The level of funding for activities within the SOAG is based on the availability of funds.

USAID undertakes significant analyses and consultations with partners and customers prior to the development of a strategy. Consequently, once the strategy is approved, the Mission only funds activities that directly contribute to the results outlined in the strategy. USAID-funded activities in the Philippines are carried out through contracts, grants, and cooperative agreements with American, Filipino, and international nongovernmental organizations (NGOs) and contractors through several basic instruments:

Contracts

Contracts are used when the principal purpose is to acquire property or services for the direct benefit or use of USAID or any other Federal government entity; or

USAID determines in a specific instance that the use of a contract is appropriate; and

USAID plans to exercise a substantial degree of operational control.

Cooperative Agreements

Cooperative agreements are used when the principal purpose is the transfer of money, property, services or anything of value to the recipient in order to accomplish a public purpose of support; and

Substantial involvement is anticipated between USAID and the recipient along the performance of the proposed activity.

Grants

Grants are used when the principal purpose is the transfer of money, property, services or anything of value to the recipient in order to accomplish a public purpose of support

The recipient is to have substantial freedom to pursue its stated program, and

Substantial involvement is not anticipated between USAID and the recipient along the performance of the proposed activity.
