OVERVIEW
The Philippines still faces significant challenges in democracy and governance. In 2008, Freedom House maintained its ranking of the Philippines as "partly free", citing issues of high-level corruption, impunity, the increasing incidence of political killings, and violent conflict and the halted peace process in the south. Strengthening Philippine democracy requires increased political competition, greater accountability, and improvements in the exercise of human rights.
USAID supports a broad range of democracy and governance programs at the national level and local levels. USAID funds programs in the following key areas: electoral reform, judicial reform and the rule of law, anticorruption, local governance, conflict resolution, human rights and anti-trafficking.
